Robert L. Harris is a native of eastern Idaho and joined Holden, Kidwell, Hahn & Crapo, P.L.L.C. upon graduating from law school in 2004 from the University of Idaho. Mr. Harris practices primarily in water law, environmental and natural resource law, and real property law. Mr. Harris has extensive experience is water law related matters appearing often before the Snake River Basin Adjudication Court to resolve or contest adjudication of water rights, representing clients in contested administrative cases before the Idaho Department of Water Resources, assisting clients in obtaining water rights through the water right permitting process, and assisting clients in changing elements of their water rights to meet evolving demands. Mr. Harris has also assisted clients in ditch and canal easement disputes, and represented clients on environmental matters before various courts and the State of Idaho. Mr. Harris has also represented clients on issues pertaining to the federal Clean Water Act, including resolution of Clean Water Act violations and obtaining Section 404 permits for restoration, enhancement, and development in wetland areas.
